Summary
Update SSM Agent version to 3.3.859.0 which has fix for https://alas.aws.amazon.com/AL2/ALAS-2024-2645.html.
Testing
Built test AL1, AL2, and AL2023 AMIs for AMD and ARM architectures and ran exec tests against them. All tests passed.
New tests cover the changes: N/A
